How to respond to this consultation

Who we would particularly like to hear from

Restaurant, café and hotel operators Can you actually comply? Which clause would be hardest, and why?
Slaughterhouses, butchers, meat wholesalers and importers Is Annex B assessable in practice? What would it cost you?
Religious scholars and Shari'ah advisors The ⚖️ questions, and anything we have got wrong
Consumers Is Class B honest enough? Would the mark tell you what you need to know in a doorway?
Food safety professionals and auditors Is Annex A auditable? What would you add or remove?
Delivery and listing platforms Clause 8.5 and Annex H — would the register interface work for you?
Other certification bodies and regulators Anything, including disagreement

You do not need to be an expert, and you do not need to comment on all of it. A single paragraph about one clause is useful.


What we are specifically asking

You may respond on anything. These are the questions where a response would change the draft.

1. Class B. Should a venue that serves alcohol be certifiable at all, if the certification attaches only to the kitchen and the mark says so? If yes — are the separation requirements in clause 7 sufficient? If no — what should such a venue be able to tell Muslim customers?

2. Stunning (Annex B, B4.6). Which position should the scheme take, and what would the consequence be for supply in Azerbaijan?

3. Alcohol as a cooking ingredient (clause 5.6). The draft prohibits it absolutely, including where cooked off. Is that right?

4. The supplier requirement (clause 5.1). All meat from approved suppliers, with documents. Is that achievable for your business, and over what period?

5. Publishing suspensions and withdrawals (clause 11.3). We propose to publish them, and to keep withdrawn entries visible for 24 months. Too much? Not enough?

6. Clause 12 — the obligations we place on ourselves. Does it go far enough? What else should we be bound by?

7. Fees (Annex F). Not the level, which is not yet set — the structure. Bands by covers rather than turnover; surveillance included rather than charged per visit; the revenue concentration limit.

8. Anything that would prevent you applying.

Please tell us: which clause or annex you are commenting on; what you think should change; and why — evidence and practical experience are more useful to us than agreement.

Responses may be in Azerbaijani, Russian or English.


What happens to your response

  • Every response is read and logged.
  • We will publish a summary of responses and what we changed as a result. Individual responses will not be published, and will not be attributed, unless you tell us in writing that we may.
  • Tell us if your response is confidential and we will not quote it even anonymously.
  • Responding does not create any obligation on you, and does not affect any future application. Disagreeing with us now will not count against you later.
  • Where a response raises a ⚖️ question, it goes to the Shari'ah Committee with the other material on that question.

What happens next

  1. Consultation closes
  2. Responses reviewed; summary published with our replies
  3. Shari'ah Committee rules on the ⚖️ questions; rulings published with reasoning
  4. Standard revised and issued
  5. Supplier assessment opens; Approved Supplier Register published
  6. Establishment certification opens

Certification cannot open before step 5, because clause 5.1 requires establishments to source from a register that must exist first.
